      Obviously this is the answer to a basic HL question.   Their "very cool
      function" is to create new immortals.  (Don't ask me how.  I'll leave that
      to the writers.)
      
      Or maybe they're charged with enforcing the rules of The Game.  Instead of
      stripped shirts & whistles they wear cloaks.

      Peeps seem to play an important role in internet fan culture
      these last few years. I've run across them in many sci-fi
      and/or fantasy forums over my time on the net.
